You should be controlling the amount and pressure of the steam entering the engine with a steam valve mounted either on the boiler or in the supply line. Actually the higher the boiler pressure the more residual steam you will have for a longer run without stalling the engine.

If it's a new bladder type tank it needs to be replaced. it's possible that it has lost pressure in the tank, you can try putting 12 psi in the tank and see if that works. there is usually an air valve under a cover on the tank.

The pump controller is on the boiler and it will stop the feed pump from feeding above a certain point, but the sudden inrush of relative cold water will kill the steam that’s forming in the boiler for a time.
